A 30-storey tower that includes municipal services with floors accessible to the general public, an auditorium on the street floor and an atrium at the entrance.

At the top of the tower, an observation point is planned from which you can see the open space of the city. The built bridge is used for the city council, and allows pedestrians to pass under it.

The choice of a transparent envelope for the place where the council convenes allows for observations, a place that is viewed from.

The landscape design and environmental development were designed with great sensitivity while integrating the various public areas in the buildings underground and above it, and weaving these buildings in the park by green roofs.
